Looks like Crinoid/ feather starfish.. Clearer picture help ID easier.. Crinoid is filter feeder also lying on food source from Sponge/Sea Fan... Care level: Expert only... Some bro here may know better on this species...

Crinoid, Will die without feeding...

Constant filter feeder... Small ones will require lesser feeding...

Since you have it in a container liao, can try keeping it with cyclopeeze and rotifers...

Becos it is dying from starvation and the high nutrient level, they are very sensitive to High Nitrate and Phosphate...

It is a obligate filter feeder, it will eat nothing else other than Phtyoplankton, Cyclopeeze and Rotifers and filter foods... And there is no doubt that it is dead as it is very difficult to keep them even with delicated tank...
