I have a 4 x 2 x 2.5ft tank. If there a guide (website) that will help me to DIY an algae scrubber? and where do I place it? in the sump?

You can search for "scrubber" in this forum for DIY ideas. With regards to positioning the scrubber, you should feed the its screen with with water directly from the overflow. Its output should ideally go straight to the return pump.
