How to know if my Resun CL450 chiller is working?

Hi Folks,

I turned on my chiller Resun CL450 and set the target temparature at 25degree celcius.

After 1 hour, it is still showing 30degree celcius.

What should I do or check to determine if the chiller is working?

Hope to get your advise soon.
