Can i use this Betta box to grow cheato? or a hang on filter?

Betta box, similar to a hang-on filter, requires an air pump to work.

It uses raising bubbles from the air pump to 'push' water into the beta box, then overflows back to main tank. Water movement may be too weak for to be effective.

In addition, your chaeto light will be penetrating into main tank during lights out period. This will be a problem unless you somehow block the light.

chaeto need strong flow to grow?

Not too slow, otherwise you're just slowing down the food supply for the chaeto. Thus, it growth would slow down too.

how abt mini hang on filter for cheato? will it works?

Chaeto need moderate flow passing thru it over to grow, so this might not work

Instead of an air pump, you can get an Aqualifter, but you'll be better off using a hang-on filter. Do a search on AC70 modification.
