Chiiler reading with external temp controller

I am running a haelia chiller 1/2 hp. Few days ago the chiller seems to be taking a very long time to bring down the temp to 26deg which i had not experience before. I am running on external controller. 26 stop...28 deg start again. my tank is a 5x2.5. i am running the flow into the chiller by a 3000l/h pump T off to a carbon and phosphate reactor in series.. the min flowrate for the chiller is 1000-3000l/h. I also have two wavemakers inside the tank itself besides the pair of vortech. I try calibrate the controller and its the temperature difference flunctuates slightly. i have two other basic digital temp monitor. I have open up the chiller and found no leaks and has clean the internals and cooling fins. Any chance the flow input is the issue or chiller need some top up etc?
