I would think that it definitely can be used. Chaeto doesn't need a lot of light to perform its function.

However, if you give it more light then it will perform better nutrient export as light becomes a non-limiting factor.

Any idea what's the watt rating on the Ikea clip light and about how many Led bulbs does it have?

Try to get 5000k and above but below 10000k. These levels are good for plants.

Usually, the 6500k bulb used by planted tank enthusiast are good enough with 8000k being the upper limit for plants to grow. 5000k is the lowest limit in my opinion.
