Algae Problem

I am having a hard time controling my algae, they are all growing red and the weed are growing fast. Now even the sand in the sump are getting all red, how? I tried Rowa phosphate guard, Korallin PO4-Minus and planting more plants in my sump, but all seem no improvement. Oh, i also change the water oredi. So what else have i not done? :bow: HELP ME!!!
