cooperbands develop their beaks after settlement on the reef floor. these little guys are just starting to develop them.

I think their snouts are primarily for sucking up inverts from LR crevices, not for eating corals. They are particularly fond of feather dusters. Mine rid all tube worms in the tank, big and small.
