28 is fine. SPS are particularly sensitive to temperature, so you may not want to let the temperature rise any more beyond that. Get a chiller if you plan for a SPS tank. However, other corals like soft corals and most LPS are not so temperature sensitive and can accommodate slightly higher temperatures. FYI, the ABSOLUTE MAX temp for a reef tank is around 30 degrees and most corals would not do well and die beyond this range. Personally, my tank temp is kept at around 28 - 29 degrees with a fan.

I used to keep rics unknowingly at around 29-30 degrees. They started bleaching and shrinking. Now I am keeping my temperature at 27, the rics are huge and thriving.
