will it be effective if i skim 12 hours, once every week?

nope ... not advisable to skim once a week. from ur pic, if u have space constraint, i would rather recommend u to take out the hang on filter and rely on the prizm conpletely. as for mechanical filtration, see if u can DIY to capture the debris from the output of the skimmer.

if i remove the HOF, there is no place for me to place the chaeto

and will have to install a wave maker too

yup, one of the major prob that most reefer face is always space issue.. no doubt sometime u have to sacrifice one for the other. i will still advice u to remove the cheato and run the prizm 24/7 if only one permit. at the most do more water change.
