Sounds like bacterial infection. Don't think you can do much..just change water and keep the fish stress free..hopefully it can recover on its own.

The fungal disease commonly referred to as "popeye" is an opportunistic disease usually preying upon weakened fish. If pristine water parameters are maintained and the parasites are eliminated, popeye will often heal by itself with no assistance from the aquarist

My blue tang has it two to three times.

Dont worry, just feed it food soaked in garlic and it will recover.
