LR is to house anaerobics bac. which reduce NO3. More LR means more home to these bacs.

Yes. At the first place why we buy LR? To reduce NO3.

so if we put lots of lr inside sump it will help to reduce no3,but do we need to put lights in the sump for the lr2hse the bacteria?

You can do this too without light. Bacteria prefer no light
