When I started my tank, I used tap water to fill directly. Add in anti-chlorine and let it run for a few days. Then add in salt and let it run for a few more days for the water to clear up. Then you can either add in LR or prawn meat to cycle the tank and build up your bacteria. Advisable to connect a FR to remove phosphates, etc.

just put in the water to the tank and add salt to your designated salinity. Chlorine will evaporate after 24 hrs. Then cycle the tank for few days. Taa daaa! saltwater produced. Best to place LR as soon as possible to cycle after all your salt had dissolved after these few days. If you are using old mature LR, you can start adding fish slowly.

If you have no idea where to spend your money, you can buy lots of RO/DI water and equipments.

Chlorine will evaporate but chlormine won't evaporate so easily. Better use Dechlorinator. If can use DI or RO-DI water, it's the best coz it removes harmful metals, impurities, phosphate, silica and so on. Only one thing... the water will too clean and need to add some mineral back. Just my 2 cents!
