Did you purge all the air out? Is there a grain of sand caught somewhere in the mechanism? You may have to break it down and clear away any obstuctions.

wat i did to my canister is as follows: (its a Fluval 303 btw)

-install a open/close valve to the inlet and also the outlet tubes...

-siphon water from my tank using a hand pump into inlet tube, with the valve closed. (to prevent water from splashing all over the place before i set up my canister)

-after that connect up the canister wif all the tubes... (tat will also include the closed inlet valve with water ready to flow from my tank)

-once set, open the closed valve out the inlet tube to start siphoning water into the canister.. it should eventually fill all the way to the outlet tube.. (so call a 'closed circuit)

-then time to fire up the canister... your canister should be able to displace the remaining small air bubbles trapped inside...

if still cannot i think is got something stuck in your impeller ba...
