I've used plenum for over 4 years without problems. I've used the most common method of PVC pipes as base, eggcrate on top and overlaid with netting which covers all size sides. Plenum is 2" tall and 4" of sand on top. Netting place 2" from surface in sand to prevent animals from going too deep.
