those are cyanobacteria.

some of the causes are high nutrient like nitrate and phosphate.

insufficient flow within the tank.

nope as my tank is 2*1*1 and the seio wave maker 620 is way too strong for my tank

try Biophos2 or Rowaphos to suck away the PO4

does a chuke can do the job of cleaning up the sand bed ?

Not sure whether a cuke would remove these cyno bacteria.

In my opinion I think you should solve the CAUSE of the problem and not the symptoms of it. Using a phosphate remover(Trust worthy one like ROWAphos) should help. Excess nutrients (due to overfeeding, dead fishes) in your tank may also be a cause of it. Lack of flow may also be a cause. A tang in ur nano may also be a cause of this as they are known to 'poo' alot. :lol:
