What you are experiencing is called flushing not dissimilar from our toilet bowls. The overflow pipe is getting clogged up by air bubbles thus decreasing downward flow so water level in the tank rises while sump level decreases because the rate of return doesn't change. The water will rise to such a point that it produces enough head pressure to force the air bubble down or the trapped air escapes and normal downward flow is restored. This will keep repeating.

To solve it, you will need a durso stand pipe or try to insert and secure an airline tubing in the overflow so the trapped air can escape. The least desirable method will be to incoporate a valve on the downward pipe to trottle back the flow.
