silverfish: I think the easiest way for you is to seal off the bottom gap, using maybe a piece of glass siliconed inplace or epoxied (if you don't want to drain off the water). then instead of drilling hole, just use a siphon tube over the top of the partition. you can even put in a surface skimmer in connection with the siphon tube, or overflow box.
