Will changing to e-ballast and upgrading to Artica/Daeil make a significant difference?

your bill looks much higher is becos the month before PUB est your consumption. the current month PUB toke the actual reading that is why it is higher. a few more months your bill will stablise or you can call PUB during the est month to give them the actual reading of your electrical readings.
