I think it depends on where you stay. If you want to stay at the cheaper chalets (RM30-65 per nite), i think going on your own is cheaper coz the tour operators packages are only for the established resorts (RM300 per nite) which takes in bookings. Actually for cheap accomodations, no option. Have to go on your own. I met this KL guy who went to Perhentian once a month. He would leave KL around 11pm and reach the jetty in time for the 7am boat.

If you're thinking of staying at Perhentian Island Resort or Berjaya Redang, i guess package is better coz its hassle free. Pay a bit more one time and everything taken care of.
