For the simplicity, you can just have clownfishs, recommended get same species and stocked in same time, unless you got big tank.

Forget about starfish, you probably new to this hobby. It probably won't make it long. If you really want this piece, then get LR, good skimmer.

Live rock is "highly" recommended. You skip them if you want, no big deal, but expect more water change (hardworking).

You can get cheap skimmer too, since only few fishs. Also recommended.

Do get fans too, I guess chiller is out of your list.

Any light will be sufficient. Do get white light, cheap no problem. Don't really need fancy one.
