Issit ok to plant algae without a sand bed?

I presume you talking about those macro algae. It really depend on the type.

I believe most of the general macro algae doesn't need sand bed.

Like my grape Caulerpa, some of them come on rock, but they grow well without really need the sandbed. I do have sandbed, but they just grow in the water, with the root visible.

I also got a long streak green seagrass (unidentified yet) come on a rock.

Certain type of seagrass may need different of sand for best growth.

Imo, if the roots are expose in water column rather than sandbed, it helps the algae to intake nutrients more easily. ;)
