The capacitor??..... can we jus connect it direct to the input at 240V and the neutral point??

And you intend to earth the ballast??

Joe, I have no idea. I'm very bad with these things. Didn't pay attention during physics. Anyway, I followed the connection I found from my 150W setup done by EYE lighting.

I realised yr red&black wire suka suka use or I'm seeing things

It's used to differentiate the two sets but not indicative of earth, live or neutral. Also it is wired to my 150W setup which is below before going to the socket and lamps.
