Yes it is. however, it can go with Hydor Setlz L40 pump too.

But SL40 isn't a needle wheel pump, right? Also, would Rio 20HF with 4900L @ 1ft using 60W a better option? Anoher thing is price of SL40 would cost $100+ ea while 20HF would be cheaper, right?

yes, L40 is not a needle wheel pump. If i am not wrong, Rio 20HF comes close to $100.00. One main reason for not using Rio is bcos of it suitability.
