FR and rowas

there'll be more reaction in the FR..

if in the sump, then it's only in a filter bag.. this is what i assume la.. :)

Yes, that's right and also rowa will tend to clump into a big rock of there is not enough water flowing throuth them and when this happens, it becomes ineffecient as the water reacts only with the surface area.

Can rowas be put into a sump instead of FR? If so, why put into FR then?

When the rowas are placed in a FR, the rowa can be fully utilized as water will 'push thru' all surfaces of the rowa particles. If u placed the rowa in a filter bag.. the water will most probably not reached the middle of the bag.. hence wasting those rowa in the middle.. therefore using FR may be more cost effective in the long run
