Is this lice?

I had saw few LFS selling a lice killer solution but the first

pic, not sure what is that.

They look like pods that are beneficial for your tank dude. I have lots of them when I was cycling my tank. Troops of them like what you descibed crawling over every rock and some on the sandbed too. No worries.
