is it safe to add 250ml of phosguard into my tank? (2 feet standard/no sump)

kinda sick of diatoms/cyano

probably too much light. currently using 55W PL + 2X15W FL artinic. also running a filter with carbon and some phosguard. and a weipro 2011.

added in a lawnmower to control nuisance algae. but got beaten up by my 2-3 inch hawkfish and died. <_<
