Where to draw water for hangon skimmers?

Hi...i suppose for overflow systems, the water drawn is from the surface of the tank. However, without a sump nor a overflow, where should the water be drawn from for hang-on type skimmers? Right now my pump for the hangon skimmer is drawing water from the bottom of the tank. Would placing the pump nearer to the surface of the water be a better choice - that is, there would be more efficient skimming, and thicker,dirtier skimmate? Thanks.

Protein floates on the surface. Sometimes you see a layer of oily layer on the water surface. There's your answer.
