Need some help

Hope some people can help me out here. I am trying to dial to KL from SG.

From my understanding if I want to dial a residential no. there it should go something like 0203 followed by the residential no.

If it's a handphone no. leh? I've got a no. that goes something like 012-671****

I've tried dialing 0203 followed by the above no. but somehow the phone rings before I even complete the no. I've tried 0203671**** but the phone no. is said to be wrong. So what should i dial? should i go by country code which is 60 followed by the number? I'm kinda confused..

Which phone service are u using? Are u calling from the land line? I use this format to call from starhub mobile. Ofcourse i add 018 before which is starhub budget IDD service.

I am using singtel residential no. Anyway...I understand that m'sias ring tone is like an engaged tone. But then if I dial by country code which is 60, right after I press the 0 I get the engaged tone already. Guess only the 02-012-### works..

For easy reference, it is:

(Service provider code) (60) (3) (tel number)

Where:

service provider code - depending on the telco, eg 001/019/008/018/etc

(60) - Malaysia's country code

(3) - state of KL; for other states, u need the state access code, for mobile, mobile access code

(tel number) - the number u call
