Brown slimy & jelly stuff on my softies

Due to suspected high NO3 buildup, some of my softies (mushies, frog spawn, bubble) have refused to open. After 3x 30% water changed, only my bubble is back to normal (NO3 is now 10-20). Noticed that one mushy and a branch each of frog spawn and hammer is dying due to a brown jelly like substance on it. What is this stuff and what can be done to prevent it from spreading to other branches.
