Advice on HDB Tank Size Limit

Hi guys I will be getting a 4 by 3 by 2 tank soon from a kind hobbyist, and would like to get advice on government regulations on such tanks. As far as I know, a standard 4 by 2 by 2 will need a permit, however this info was found in old threads in websites such as Arofanatics. I've been looking for some time but I can't really find any official links set up by HDB, and any links in old threads cannot be found. Have any of you guys had to get a permit for your large tanks? Thank you:)
