test before or after water change?

I know this may sound like a very dumb question but do you guys usually test your water before or after your water change?

Generally, I think they test after WC and replenish to the parameters they prefer. As my tank is new, I do it twice. Before and after. To have a general feel of the consumption rate and know how much to supplement. Hope it helps.
