Need help. hailec HS28a chiller performance and noise

I am considering a hailec HS28a chiller for my setup.

Current system: 

1) nano 40l reeftank (placing it at study room)

2) cooling fan (Find it too noise)

3) AL30 (Not powerful enough)

I would like to know if this chiller is noisy for its setup?

I have used hs28, hs52,hs66 and hs90 comparing all these models I would say hs28 and hs52 is the quietest

its reasonable price, cheap and good. If you need a unit, we can arrange to deliver to you. Yes using a small fan and its rather silent during operations.

My HS28A started out ok but after 2 years, it sounds very loud. You can hear it from every corner of my flat.
