1 of them is SEALIFE   BLK 107 Jalan Bukit Merah.

Hmmmm, there is one at plaza singapura b1 as well. Limited selection, usually the very common fishes. That's about it for central I guess.

Freshnmarine macpherson Blk 81, the fish channel macpherson Blk 82. Which is just a minute walk away. Seasonal aquarium right opposite serangoon stadium.!

I went there before a few times. In 2009 or something they sold an occellaris clownfish at $40. You could get the same fish at $2 at AquaMarin aquatic pets (Though I think its rare.)
