How long do I need to prepare for the tank before I can put i livestock?

Need to check water parameter. Ammonia,Nitrite

Mine took about 7 weeks.

Importantly, ensure proper ANN Cycle. (refer to video below and do measurement)

For around 44L of tank what kind of skimmer sure I use?

you may want to look at the affordable protein skimmers from bubble magus. http://deaquatic.com/product-category/bubble-magus/ they do have dimensions available for you to choose.

Just Google reef cycle and you'll find tons of information. Don't be impatient. I know I was, to add stuff until ammonia and nitrite are zero and stable at zero.
