Looks like a bubble algae. Don't worry, this type of algae is less aggressive(doesn't spread) and is actually aesthetically nice for the tank.

although it looks jelly it is actually quite hard, you can gently pluck it off.

but if you nv tried before or scared, better to take out the rock/etc out of your main tank before you try. because if it burst it will spread(from what I read online).

dont burst them in ur tank coz the spores will spread and more will appear in u tank!
