Titanium Coil (Rusting?)

I am about to set up a new tank. Tested the new titanium coil, and after a while noticed this brown dusty thing. It wasnt like this before testing. Testing was done without water, once the coil was cold, switch was off.

Is it rusting? Any bros got experience and can help?

Coil is brand new, no water in tank yet. Any idea why like that?

Confirm titanium? Or is it stainless steel...? Titanium reacts with air to form a protective layer of titanium dioxide. This layer is usually very thin and cannot be seen with the naked eye. Either way, titanium dioxide is white. Might be dirt or the coil could be steel? Try bringing a magnet to it?

If i bring a magnet to it, Titanium wont attach but stainless steel would attach right?
