0.03 ppm is not considered very high (let alone say critical) even for sps tank. Its considered to be in the range of acceptable po4 for a sps tank. Its normal for a sps tank to have po4 of 0.01-0.03ppm.

Bro, agreed that 0.03 is acceptable range but sadly mine is at 0.09. :-(
