if possible, factor in the spaces occupied by rocks and sand.

that's for sure, but its very tough to get close approximation for rocks, sand is still okay since one knows from the packaging.

unless rocks have been measured before introducing into tank.

sometime slight overkill calculation is ok. Its help to buffer your equipment margin. Cheers.
