Tank cycling help needed

I am going to setup my 4ft tank.. I have a few questions.

1) while cycling can the Skimmer be switched on?

2) can I use activated carbon during cycle?

3) do lights have to switched on?

4) during cycle, can the water flow to overflow and sump and than return back to tank?

5) can switch on wave maker?

6) can setup my refurgium and let it run?

1) while cycling can the Skimmer be switched on? don't need to. Switch it on when cycling is done.
2) can I use activated carbon during cycle? No. it may disrupt the process. besides, it is a waste of your carbon.
3) do lights have to switched on? Either way is fine. I recommend to use your normal lighting cycle.
4) during cycle, can the water flow to overflow and sump and than return back to tank? You should, so that your sump also gets cycled.
5) can switch on wave maker? yes, encourage water flow to avoid dead spots.
6) can setup my refurgium and let it run? setup refugium after cycle.

Do a 50% water change after the cycle but before putting in livestock. Don't rush to put in fishes or corals. Wait until cycle is done. just as you wouldn't move into a half finished house.

Check out the forum sections on tank setup and the ANN cycle. Remember, cycling takes 4-6 weeks to complete.

Normal timing when you switch on your lights.

My lights are on 18:00-23:00. moonlights on from 23:00 to 06:00.
