DIY surface skimmer

I'm thinking of DIYing a surface skimmer for my HOB filter.

I intend to follow the DIY of this mod from nano-reef:

The problem is, if my water level falls below the surface teeth, will air be sucked into the HOB, or will the HOB still run normally due to the alternate intake at the bottom?

Please advise, thanks!
