Yes theoretically, You can convert phosphorus (P) to phosphate (PO4) by understand Molecular weight ratio. This is what Hanna instrument using...

phosphorus * (95/31) = phosphate (ppb)/1000 = phosphate (ppm)

Depends your application... also depend what resolution your need? Phosphate checker give you ppm and ULR phosphorus checker you able to measure ppb.

For standard reef application, which 1 should I choose?

Use the ULR phosphorus checker as it measures to 0.01, while phosphate checker only measures to 0.1 which is useless if your phosphate is very low like around 0.09-0.01.
