1. One of the ballasts on my 4x t5ho stopped working, there are just 2 working tubes now. where can I get it fixed?

2. The screws fastening the side covers have also rusted, would this be a problem?

3. How much would it cost? (most importantly is it above or below 45.. can just get a hopar to stand in if that is the case :P)
