ok...its a Rusty Angel

Centropyge ferrugata Randall & Burgess 1972, the Rusty Dwarf Angel (1), is a winner occasionally brought in from Japan and Taiwan. It adapts very easily to captivity. Western Pacific, Japan to the Philippines.
