I think 4ft may need to hang higher. Maybe can go for 120w x2.. or you scape your rocks to ensure got coverage in middle.

No need. They cooling coil itself is insulated when its inside the sump tank. Just make sure clean. Depending where you put your main compressor...need to clean or vacuum the dust on the cooling fins.

Those compressor beside cabinet...will have a short coil of cooling pipe go into your sump tank. Unless u have extra space outside to accommodate running of piping and such to your tank then ok.. So either compressoe beside cabinet or outside balcony.
