IMO since it is a FOLWR i would try to make as much cave and hole in the scaping as possible......... As this would provide fishes to hide and have its territory

No not really advisable, as reaaranging of rock work will stress your fish alot........ especially the tangs... And once powder blue tang is stress, ich will come too..........

IMO your tank is quite overcrowded, mm suggest you stop adding anymore fishes
