yes, whatever passes through it get kill, including plankton. Use it in FOWLR tank should be fine.

yes, toadstool are very hardy. Mine occasionally will not open up, but after a while, it will recover by itself.

My2ft tank also started to have hairy algae, put in one snail but still couldn't get rid of them. got to clear the algae manually.

elephant ear, leather coral, these two are the most hardy soft corals I kept.

Wavemaker is definitely good as it help to reduce dead spot with low water flow. For 3 ft tank, 2 watermaker should be enough.

Minimally you should change it at least once a year...
