Did you try using your old bulb and see if it has the same problem. If not it might be a faulty new bulb. Check the specs of your old bulb and the new bulb. They might be of different watts. If yes than maybe its the ballast These are what I remembered. Pm bro haanZii. Think he is very good with electrical stuffs.
