If space is an issue you can try adding a control valve at the end of the outlet to control the down flow. First shut the valve to raise the volume (height) in the overflow compartment to the same level in the main tank and then adjust the control valve till the level maintains at the desired level(return pump is on all the while). This takes a little practice to get the right flow and must always make sure that the level don't go upwards as it will flood your tank. So when the level is maintained, you'll never have a waterfall effect. If you have 2 down pipes that will be the best. 1st pipe with opening at the base of your overflow compartment with a valve control and the 2nd pipe with the opening extended to the highest water level with no valve control. This prevents flooding if you cannot tune the downflow on the 1st pipe. Hope this helps
