i think $190 is an estimation. . example: my monthly bill for a few months is approx $350. . then suddenly last month it was $550. . . so ur $190 electrical bill might not be accurate. best take a few months.. say 3-4 months and take the average.

i understand ur pain cuz i expeience tank leaks before. Frankly, no point trying to silicon back the glass. . might as well invest in a new tanks. 3 footer about $800-$1000 4 footer about $1200-$1500 5 footer about $1800 above 6 footer about $2400 above price differ from place to place and types of glass u use for tank. . say sapphire front panel etc. .

Its better if you dun count how much you spend on ur tank. . . it will surprise you. and i dun mean a pleasant surprise. . p.s. i did count how much i spend. . about 12k in total. . excluding resale items.
